This week HA sent me three package registered. I was shocked that the delivery guy just dropped two packages on the door step and one in the mail box. I was waiting for those packages, by the time I open the door he was in his car already. I just can't believe he did not ask for signature. So if you send something valuable make sure you insure it.
For items that require a signature, the USPS carrier is SUPPOSED to interact with you.
USPS References: last topic here, and a video.
I humbly suggest a friendly conversation with your carrier. It worked for me.

Seems to me that the only significant factor would be whether the box weighed the same when PCGS opened it from fully sealed box and stamped seams, as it did when you shipped it which would show on your receipt.
Does PCGS weigh the boxes at arrival? If the box is light, that would narrow it down to a USPS issue.
I really have no idea if these are weighed when received but that would seem like a good way to verify if the package was tampered with. Registered service requires all seams must be taped with paper tape and overlaps must be stamped with ink. It's a good idea to confirm they do this in your presence for obvious reasons. This certainly is a tricky situation and would like to know further how it is handled. I'm a collector not a dealer and most of my business is handled by NGC but have dealt with PCGS years ago and have confidence in both companies.
Something is going on and it needs to be fixed sounds like there are some sticky fingers some where in the system I would bet in shipping and receiving. If they are not put in the system at the beginning they don’t exist and if they go missing after shipping then the shipper will get the blame. There is so much to look at new hires, employees not being able to pay bill or struggling to make end’s meet, new car, buying peoples lunches. Find that person and you will find the theft or thefts it’s not pcgs as a Co but a employee or employee’s they will get cough it just takes time.
As for the box anyone can open a box and say it was empty so it needs to be investigated. I have some nice coins in now if they come up missing I will open a case with the D.A and make sure to file charges.
apologies to the OP, I meant he should not concern himself that the mistake occurred at the PCGS receiving room. I'm quite sure they are very diligent in their procedures. the fact that they video all package openings reveals their concern for accuracy and self protection.
Thanks all - I will keep you posted no matter the outcome. I don't want to post copies of the emails from PCGS at this point - but as mentioned before, they are being responsive and investigating.
Right now, I am thankful that the missing coins are generic 2021 Morgans. Some of the other coins which I submitted had substantial sentimental value for me but thankfully they are all accounted for!
The coins did go missing due to an innocent mistake - there was no bad behavior by any party. I am very happy with the way PCGS handled the situation - with class and integrity. PCGS spent a ton of time and effort working to fix the situation. I don’t want to get into too many details out of respect for those efforts but I do want to give a huge shout-out and Thank You to our host!
Great news. Mistakes happen. It's how those mistakes are addressed that demonstrates integrity. It sounds like there was integrity demonstrated from all parties involved.

Yikes. I’m really sorry to hear that. Can you share any more about the coins being taken off-site? That raises all kinds of questions and concerns.
Nothing is as expensive as free money.
I hope he won’t say anything further, which could jeopardize his situation.

But, But, But...
You had pictures, we saw them - you packed the coins in the box, we all saw it.
