Came across a 2009 Delaware Puerto Rico State quarter missing cloud on both sides maybe even a die crack slight doubling even not sure of the last of it but definitely the cloud layer is missing could not find any info online

What is a Delaware Puerto Rico State quarter? Is one side Delaware and the other side Puerto Rico?
