Pictures are not terribly good. It might be a die chip. It's not an "8" or the loops would be balanced. It's a "9" with either damage or a die chip making it look like the lower leg of the 9 is a closed loop.
The coin was altered outside of the mint

I added in another picture total of four coins please check out the dates close up one there you can tell is a die chip not a due chip (jmlanzaf) on one of them along with the normal dates

The shape is too distorted for a proper 8
A proper 8 would either have both loops equal or the top loop smaller not larger
What looks like, but isn’t, the lower loop is not symmetric

What I said is that the damage or die chip make the 9 LOOK LIKE the loop is closed instead of open. As I also said, the shape is wrong to be an actual 8.

I would just point out that the OP probably would have got a lot more relevant information if they'd posted in the World and Ancients subforum, rather than the US Coin subforum, as this is a British coin.

Not really. It's clear what's going on with the 9 in the date. There is no known 1871 "error". There are a fair number of world collectors and UK specific collectors that frequent this forum as well.

It may be the shape of an 8, but it isn’t an engraved or otherwise erroneously struck 8.
