I'll go out on a limb and say Uncirculated.
PR66 possibly cam and possible 67. Impossible to tell.
Proof something, maybe cam after a bath to remove the haze.

How could anyone make a meaningful guess, based on a picture of one side of a Proof coin in cellophane, in that lighting ? Proof coins don’t usually lend themselves to proper assessment of their grades, even under far better circumstances.

There is no way to assess the quality/condition of that coin under those conditions. Also, it looks as if that 'original' wrapping has been opened.... Show us some good pictures when you receive the coin. Good luck... Cheers, RickO
Is it proof or uncirculated pack - can’t see date either which would help me a little bit. Does appear to have some cameo - (and maybe a milk spot or two as a bonus)
Interestingly, I took a chance once at a pawn shop and bought a mess of old cellophane and inside was a uncirculated 63 Franklin that is flawless - NOT one spot or rub - I have thought about getting it graded just for fun - it is somewhat cameo but it is NOT a proof! The pack has a plastic chip that said uncirculated,,,
