What's going on with this Roosevelt Dime?

I picked this copper clad Roosevelt dime up in change a long time ago.
What is going on with the obverse? It is not an out of focus picture, it actually looks like this. The reverse looks normal.
I would take an uneducated guess, and call it grease filled maybe?
What do you think caused the obverse to look like it does?

.. because an early stage die cap would be too thick for that much detail on the strike?
@CoinHoarder.... What is the date on that dime? It is distorted, but looks like '194?'.... If so, it is not a clad dime... but maybe you can see the date better in hand. Cheers, RickO

Looks like 1990 something. Can't tell for sure. It's definitely clad.
