Did the top layer separate leaving only the copper core? My pictures are bad and I need to get a weight but opinions would be appreciated!

Environmental damage / corroded.
@RosMel.... Welcome aboard... Your dime has environmental damage, no numismatic premium. Cheers, RickO
This coin spent some time buried in the dirt. When metal detecting I find them frequently.
If my information is correct, this dime should weigh 2.27 grams correct? It weighs 2.17 grams. Would someone please help me understand why this is? Thank you!
Apologies! It weighs 2.18 grams.
Thin planchet is always a possibility........

There is a give or take for every mint product
A quick internet search showed a +/- 0.09 gram tolerance for dimes.
2.27g - 0.09g = 2.18g
The weight tolerance for a dime is 2.268 grams +/- 0.091 grams, so 2.18 is within those limits and considered a normal dime. As others have said, your coin suffered environmental damage, nothing more.
Corrosion can also remove some amount of metal further reducing the weight.
