Upside down relative to what? Look at your pocket change and see that on U.S. coins the reverse is normally upside down relative to the obverse. Is that what you have?

it is only rare if it is medal alignment but if you are calling it upside down, it is most likely coin alignment, which should be like all the other usa coinage you have. i'm pretty sure no usa coinage is made with medal alignment that was intended for circulation.
for some reason, our country has decided to pretty much do the opposite of everyone else in many respects. for better or worse i do not know but it do know this: illud est quod est
In any case, a 1927 quarter is rare compared to most quarters. And if it's in good shape, might be worth "many" dollars. Posting a picture here would help. And don't clean it.
