Look at the print on it... seems like the shape of a leaf and part of wing from behind and loom at the eagles neck under the beak.. that thicker meatal than should be
Sombody probably dropped it fumbling for thei car keys. Sat on the ground for weeks or months until someone else saw the shiny and picked it up. "Ooh, a quarter!"
Throw a coin enough times, and suppose one day it lands on its edge.
That look remains me of this. A friend of mine’s house brunt down and here are some of his coins I can’t find the ones that had the bubbles on them I’m thinking maybe that is what happened to this coin.
The obverse is a discoloration from some chemical reaction while it’s been roaming the planet. It is just a coincidence that one area looks like a leaf.
The area around the eagle head is shown best in that last picture. It looks like an area of die fatigue.

What does that mean
It means it was probably found in the ground where the combination of soil/dirt and water ate into the coin’s surface.

Environmental staining, no numismatic premium for that quarter. Spent time in an unfriendly surrounding such as dirt and moisture. Cheers, RickO

I'd go with die fatigue also - anything recessed on the die will be raised on the coins surface
