    Private issue, maybe by a retailer or oil company as a premium.

    It does have the look of an issue from the 1960's.

    Looks like part of a series issued by some group such as Franklin Mint, as a promotional gimmick. Such things were popular back in the '50's and '60's. Cheers, RickO
