1889 CC MORGAN is this a counterfeiters original?

For Christmas this friend gave me this. He said he found it under the seat of a car they bought. I was shocked at first, till I looked at the reverse where it should say one dollar. Someone tried to scratch it out.. and in the lower right (in the cartouche) It has what appears to be an inventory number etched?? Is this a counterfeiters coin? Or an original from the mint??

Thank you Martin...would you say it a counterfeiters template coin? Can this be resold as a counterfeiters coin? I mean what's the legal ramifications of selling or if even owning it? I don't want any trouble.
Obvious and poorly executed counterfeit. The scratched out area probably had "REPLICA" or similar.

Using a magnifier i can't see any parts that look like letters. That's all I know.
Also the car... when they got it the dash was partially falling off.. we live near the border of Mexico. My thoughts? This car was used for smuggling.. then they hurried up and got rid of it..
BTW the obvious to me was the missing words one dollar. otherwise I am no expert, nor do I know coins so to the average person.. it looked good to me ...was NOT obvious....till I seen the reverse. Hence the problem with counterfeit coins.
Those are silver plated. The scratching shows the copper-alloy base metal underneath.
