Any idea what caused this?

    My first dumb guess would be a spring loaded nail set or punch.

    No matter what caused it it's post mint damage

    Regardless of the cause, it's PMD. Something like that would not occur during the minting or die making process

    Man-made "chop mark" added after the coin was in general circulation.

    Ha. Might be. I knew it was PMD but seems to have been placed there with a purpose. Tracking, alignment (nonmint); just something more than somebody playing with a punch.

    PMD most definitely. Could it be caused by a disassembled ball point pen and a hammer. Someone just having sum fun with hand tools also.
