When TPG companies receive a coin with an old figure print on it, how do they treat the coin in term

Are fingerprints, old ones, say on an 1820ish silver coin, ignored or do they penalize the coins grade? I am assuming those lines in front of the face is a fingerprint l

I think it prevents a coin from getting a bump up in grade for eye appeal for toning when there is a fingerprint on a toned coin.

A fingerprint is always a grade limiting problem unless it's well hidden within very nice toning.
Grades are determined by condition... anything affecting that condition will impact grades. The degree of the post mint impairment will determine how severe a penalty may be imposed. Cheers, RickO
In appropriate cases, the grade is adjusted. Fingerprints affect eye appeal and eye appeal is a component of grading especially at higher grade levels.
As with everything else in grading, it depends. How distracting is it? The picture you posted is pretty distracting.
