It looks to have been scrubbed pretty heavily. You can see the original toning around the devices and letters. Just a piece of advice if you are a new collector and learning the ropes, don't clean or otherwise try to "improve" the appearance of a coin.
Take a closeup photo of the 3, it may be a 43 over 2 variety. I can see what looks like part of the two sticking out at the NW bottom of the 3.
Not sure whether it is a 43/2 Jeff or not. You might want to investigate closer. Photo compared below to an NGC 43/2.
