Did PCGS mess up grading this an MS70?

This is a 2021 D Morgan Dollar that was given the grade of MS70 First Strike.
But upon receiving my coins back yesterday and looking at them closely I noticed what appears to be a scratch through the first L in “DOLLAR” on the reverse (red arrow).
According to the PCGS website MS70 allows for "as minted defects, as long as those flaws are minor and do not impact the eye appeal of the coin," so is that what this is?
Or did PCGS mess up grading this coin?

Ohh ok thanks! I had never heard of any strike throughs with this particular coin.
Kind of a bummer though since I’m sure it would turn off most of the people looking to buy an MS70 Denver Morgan.

Edit to add: some people may like it because it's an error, but some people may discount it because it's not a perfect MS70. Hard to predict what will happen when you go to sell

Is that a bad thing? I’ve never had a struck through coin. Someone said something about lamination on the rim too.
I know some people collect errors but I hope this doesn’t drastically decrease the value.
Some pay more for strike throughs.
This is the first that I have heard of one with a MS70 grade.
If I were a seller, I would list as:
PCGS MS70 2021 D Morgan, First Strike, with Strike Through.
You never know what can happen unless you try.

Yes - struck through a scrap of metal. Actually that is seen too many times with the New Denver

Thanks Steven! I wonder if that hurts the value or if maybe an error collector would pay a premium.
I am trying to decide if I should send it in to PCGS for the “mint error struck through” designation.
I’ve seen some people send in ASEs and get that designation.

Or does the MS70 prove it’s a mint error because if it was PMD it wouldn’t have gotten 70?

I would resubmit for the strike through attribute. You can always call and see what PCGS says.

This is a common strike through error from the D privy issues. I would love to hear someone from PCGS enlighten us about the MS70 designation with the well known error.
The best I could find was this.
Note the very last part:
I imagine this was considered a minor mint defect and because it was at the edge it didn’t hugely impact the eye appeal of the coin.
