Normally, I would agree. But in this case, I believe a small number were made to be given to Stansberry/PCGS personnel when they would meet with PCGS annually. I don't think Samples containing .18 oz of gold would be mass produced and given away as advertising pieces.

I'm drawing a line between purely promotional pieces (where the TPG connection is non-existent) and those that are at least tangentially related to numismatics.

in 2005 gold was in the $400-$500 range
there are businesses that routinely give $100 Christmas gifts to their important clients
