A chip is not an addition to the die but an absence...a cavity in the die.

Looks like normal 3.
The normal 3 is evenly proportioned……I have looked and looked at these 3’s until I am going blind….

So I came across that as a possibility, but what does tampered 3 mean? In between states?
The name seems to be somewhat of a misnomer. I think it is A die chip and not the result of the engraver trying to fix a faulty 3.

Looks like the tampered-with 3. Not really an engraving matter. Likely just a die chip.
As always it is best to look at the entire coin for proper attribution. But below is the O.106, FWIW.

Peterson believes it to Be a reworked 3 in a similar manner to the ugly and patched 3.

Paul had it right, right off the bat ... although if I am not mistaken the "tampered 3" is technically the O-106a
