got a question. probably a too good to be true. i see a lot of advertising for example, 1875 CC seated half dollar graded with a pegs label with the green CAC shield and get this, only $19.98 i believe this must be a scam but how do i know for sure considering i also believe pcgs packaging can also be faked? my email is bchain1958@yahoo.com

Welcome. There is no Santa Claus in numismatics. Go to CoinFacts website and view the price guide followed by the auction history of PCGS graded examples. I think you'll then answer your question.

eBay offers buyer and seller protection and investigative services along with being a venue which you would expect if being a venue is your business model. PCGS offers a venue and will ban a member who is proven to be a scammer, but does nothing beyond that AFAIK. I doubt you could sue PCGS for anything here, but I was wondering if anyone knew of a like situation where the venue provider was shown to be culpable/responsible in some way.

Can anyone/someone cite a court case where someone was successfully sued simply for providing a venue for buying and selling goods and services?
Don't know about the "successfully" part but suits are a regular occurrence with eBay. Anything with merit undoubtedly would get settled OOC I should think.
