I'll go even further to say that the luster keeps it from a 68. The coin comes with a satiny luster which is less desirable than bold, brilliant, flashy cartwheel luster. The latter is very common on 1879-1881 San Francisco Morgan Dollars, and the services are accordingly very strict on luster for these issues. Had this been a New Orleans minted piece of the era, I may have guessed MS68.

67+ in my book. My initial thought was 66+, but I’m usually a point low on Morgans. Pretty coin.
I can understand the lower guesses as the picture shows toning that indeed looks like bag marks. It’s a difficult coin to photograph.
