Niue design of PCGS Walking Susan B. Anthony

The new design of the Niue $2 silver bullion coin featuring a walking Susan B. Antony is gorgeous!
Disney's huge success with Niue coins featuring X-men and Star Wars characters has led the way and PCGS won't be left out of the action! But isn't there just the tiniest conflict of interest when slabbing ones own coins? It seems silly to ask but precedent matters in the long haul.
Across the Street at NGC the same situation started a year ago. They formed an alliance with The Royal Mint (yes, THE Royal Mint) to slab offerings from the official mint of the UK. Similar to PCGS, they only sold MS/PF70 and tossed the 69s to the melt pile.
Seems fairly innocuous but does this pass the smell test to others?

Unless they are slabbing 69s as 70s who cares? A coin can be submitted as 70 only by other submitters, so what's the problem?

All these little third world countries that mass produce these gimmicky NCLT collector coins contract with first world mints for a fee or royalty to produce and distribute their products. It wouldn't surprise me if none of these "coins" have ever been in the country that issued them.
