Is this a off center strike??

    If it were off-center strike, the entire die-strike would be off center; you wouldn't see the top halves of the "WE TRUST" still in the correct position, and e.g. Lincoln's torso would be partially shifted across the bottom rim. Not sure what happened to this poor coin.

    Possibly removed from an encasement. Photos of the reverse and edge would help to determine this.

    BTW, in the future you should post pics of both sides to help differentiate between an offcenter and misaligned die.

    Even if it were an off center strike (which it is not) it would be so minimal as to not be of interest.
