2021 Morgan/Peace being grades as MS or SP?

Looking at previous matte finish coins from the past 2 decades would leave me to believe SP. Probably MS though?

Good question
There is no corresponding MS ones
But
Does that matter?
These were struck with a matte finish but the mint doesn’t say that “burnished” buzzword. Nor does it say and nor do the coins show special handling.
I’d use MS
SP is more fitting given that these are more like medals than coins, but it does not really concern me either way.

All the tpg’s are using MS 😉

Here is the current PCGS 'pop report' for these coins...

Boy, some low grade D's
They’d be lower if it weren’t for pre-screening
Talk about grade inflation... Based on the images posted by forum members complaining about quality and the propensity of collectors to submit coins blindly for first strike designations and such, I am surprised that there are NOT many lower MS grades.
Early populations are somewhat skewed by any bigger dealer bulk submissions with minimum grade requests of 70. Changes over the next couple of months will start to reflect 'any grade' submissions. That said, I'm sure there are a significant number not being submitted at all because of 'no chance of 70'.

Ouch a 67 on a peace dollar 😬
Agree that pre-checking is saving a bunch of lower grades 🤨

And perhaps the stories are overblown
There is also a pretty good lag between grades posted and additions to the pop report
Although I am not submitting my CC privy Morgan, or Peace Dollar, I believe both would grade 70.... Excellent quality. I have heard (and seen here) many horror stories on these coins.... I guess I was just lucky. Cheers, RickO
I have no opinion either way since I have nothing invested in Morgans. I am curious because I collect modern business strike quarters and brilliant uncirculated mint set quarters from 2008 which are not the same thing. One is graded MS, the other SP. Originally the burnished die quarters were graded MS but PCGS no longer grades them MS. Now they are graded SP.
And on the contrary, the US Mint has used the term burnished dies and specially treated planchets for over a century. Just do the slightest bit of research on the striking process for brilliant uncirculated mint set coins starting in 2005 if I recall. It's like a secret series of type coins that gets denied in public but whispered about in secret.
