2021O Morgan die gouge?

Looking over the 2021 Morgan coins I noticed what appears to be a die gouge in the neck/chin area. Is this a normal die feature for the New Orleans 2021? I looked over all the other mint-mark 2021 Morgans and do not see it on any of the others.
The area is raised on the coin and the media blast finish is covering the raised mark.

Yep, it looks like a die gouge or other form of die damage.
