    Managed Payments is broke, won't take credit cards, called, they admitted the problem and wanted me to try to fix it on my end and not their end which is BS.

    A US shipping address and a billing address in a different country is usually indicative of someone living in said country who has a relative/cohort with a US address that they use to work around shipping issues (if they're honest) or to perpetrate potential fraud (if they aren't). If the seller excludes that person's country when they create the listing in the first place, he never sees the listing to begin with, thus no issues or fees to complain about.

    I've paid it many times over the years. Usually 1% or so.

    Now about those eBay seller's fees we were e lied to about.......
