Nope. It's far short of the strike a proof would have.
Here's a proof. Compare the strike of this one to the coin you show.
In hand it doesn't look cleaned. Its got a ton of lustre.

Rims are wider and flatter on a proof than they are on a business strike. Proof is on top. Edges are even all the way around (no beveling) and are fully prooflike. Proof edge is on the left.

Nope, not a proof.
It just appears that way because the edge is even all the way around but thicker is a good descriptor.
The coin I posted is a satin proof. Here's a brilliant proof. Not all the brilliant proofs are fully struck (for the 1937 issue most are not) but they should show better detail in the centers of both obv and rev than a business strike does.
Neither matte nor brilliant proofs show any luster. The 1936 satin doesn't either.
