I have had good luck with postal service until now. The coin did NOT make it but the package did.

with an ebay sale, it's the seller's problem. If seller won't refund you after you show him the proof, simply file a "not received" claim. Since tracking will show the package delivered you might have to go the "not as described" route. Seller has to work it out with the PO (if he in fact insured the shipment) and he will be depending on you to help him support the claim.
I personally prefer my sellers to not use a package that is marked "ebay."

If seller tells you to wait till he gets the USPS insurance claim, go the "item not as described" route. Whether or not he had insurance or gets to file a claim is irrelevant to you since ebay protection says "you get the item or we get you the refund."
I personally believe that packages acknowledged by USPS to be damaged/opened while in transit should be returned to the seller.
Your pics indicate that package may have been damaged rather than pilfered.

I was looking to see if it is priority and noticed the weight was set at 0 pounds 1 ounce
The "F" on the label indicates First Class. Priority gets a "P."

Yes it was sent 1st class. And he charged $3.50 for shipping.
First class shipping prices for a 1 ounce bubble envelope:
Retail: $4.30 to $4.75
Discount if purchased through eBay: $3.31 to $3.79
So if he printed the label through eBay and shipped from the same zone where you live, he made all of 19 cents on the deal. If you live on the other side of the country, he paid more for shipping than he charged you.
Ask for a refund. If he refuses or tells you to wait for the usps claim, file item not as described claim. It’s an easy win for you with those pictures.

You're right, he did say the coin didn't make it. In order for the seller to file a claim, the buyer will need to provide the post office with the packaging as received.
I don't know why you want to be on Ebay then, .58 for a 1st class stamp. I don't know about the other stuff as he going to have to have it if he is going to be on Ebay. Don't be on Ebay then if you don't want to sell things.
Not really sure of the point you're trying to make, but $3.50 for shipping is a reasonable charge.
I have received it in similar fashion - package from eBay last year - but since the coin reached me it is all good I guess.

Collecting 1970s Topps baseball wax, rack and cello packs, as well as PCGS graded Half Cents, Large Cents, Two Cent pieces and Three Cent Silver pieces.

Yup. It's the responsibility of the seller to securely package the merchandise and to fully insure the package.

I ask for $4.00 shipping and some folks still complain. I'm certainly not getting rich from it.
I like free shipping and look for it. However, it does not play a big factor, if I want the coin. That said, I compute shipping into the price. I should not but can’t help myself 🤠

A bubble envelope is a secure package for shipping coins. I've sent over 20,000 of them and if any were damaged, the buyer never mentioned it.
I now mail my 2x2 raw coins in a plain, standard #10 envelope, paint taped to a tri-folded sheet of 110# index heavy paper. Swtiched from using small bubble mailer envelopes after a customer claimed he did not receive his coin and another had to pay $3.29 extra postage. Refunded both customers. So far no problems. For slabbed coins, I always use the USPS Priority small flat rate box that costs $7.45 postage that includes up to $200 insurance. I order the small flat rate boxes for free from the USPS website.
