Why would a capped die have ground off the copper cladding?
Do a search here for die caps and compare to yours.
Next question, how common is this on a steel ‘43 cent - look at the N in “cent”

Looks like damage. It's as common as you want it to be
Post Mint Damage (PMD) on the first coin.... cannot be sure on the second, either damage or a die chip.. need better picture..... either way, no numismatic premium. Cheers, RickO
