PMD or DDO?

Looks PMD to me.

    Flat and shelf alike appearance. No split serifs. Characteristics of Mechanical doubling

    There are numerous coins that display MD or Die Deterioration Doubling, but very few with true hub doubling. Understanding the characteristics of each will save you you a lot of time if you continue to search for doubled dies. The following links have some good info.     Also called strike doubling. It is caused by loose parts in the press.

    Machine doubling.

    More precisely "Slide doubling" - like stated previously, loose machine parts pushed the die as it was striking the planchet.
