Has anyone heard of one of these or have any knowledge?
Doesn't exist.
If someone claims to have one it's either counterfeit or two different half coins sandwiched together.

Chinese sellers make them. Quite fake, probably illegal and pretty much worthless.

Or, as @JBK said, someone could have glued two 1/2 coins together.
Definitely illegal
It's a coin that never existed so isn't it a fantasy coin rather than illegal?

Depends on who makes them.
That is the position of some. So, if I print $1 bills with a 1987 date, I won't get in trouble with the Feds?

Try it and tell us how it works out for you.
Like @JBK stated - Could be just a "Magician's Coin" - 2 machined coins so to fit into each other.
Kinda like this:

@Galactictortuga .... Welcome aboard... Your 'coin' is a fake and not of any numismatic - or commercial - value. Cheers, RickO
It's a fake.
Bogus, it does not exist for real
