It does have the die crack on the reverse over the shoulder as on proofs so I'd say Pf 65 finger print may have developed after it was encapsulated same with "Blackeye" still a nice coin.
Here is the slab and without the eye spot it would probably be a 65 IMO
thanks to all who participated in this thread and as to it being proof as opposed to uncirculated
the arcing die crack across is a good indicator of it being a proof never have seen a 1915 buff
with this die crack on a business strike and if I were grading both sides this would be PR 63/66
