PMD or Broadstruck quarter?

I nearly tossed this in the junk pile, but kept coming back to it, and then found a same year coin to compare. The error coin is flatter, and wider than a normal quarter. There are irregularities in the rim, some reed is missing. The shape is not entirely round.
