Well, the type of lighting and the angle make the images nearly worthless. Regardless, the coin has been dipped, and likely dipped multiple times, but beyond that we have no clue.

Look around the date and there are what appear to be heavy hairlines (heavy enough to not get totally washed out in this lighting. I’m going with harshly cleaned.

Lines in the obverse fields, halos around the devices on the reverse. I would say cleaned.
