That big ol' hit above the date is likely the reason... still, I could see it as a 65 today. I assume the luster is there and the lighting is why it looks flat. Nice, clean cheek though.
It could be a 65 with todays market grading, but I would not consider it a lock. Also I think the OGH holder premium would be worth as much as the price increase minus the costs to try for the grade upgrade.

Looks like there may be a fair chance for a 65 but if it was mine I would keep it in the OGH.
That lighting is too soft to tell how clean the coin is or isn't
If it is dull and lifeless the grade of MS64 is appropriate.
