How can they call American Eagles "coins"? They don't even work in vending machines...

Because they're coins and some people like collecting them. If you think about it for a minute, you'll get it.
US commemorative coins have denominations and they are all legal tender.

And for the record, some people don't consider them "coins" or any other NCLT, for that matter.
Yes, I have 2 IGT slots that are very easy to change to whatever coin or token you want to use.
There may be some newer collectors especially who have never considered these semantic issues so they might find it thought-provoking.
P.S. - cents don't work in vending machines, either, why the exception of the old Post Office stamp machines.

People trust them more as being valuable than they do bullion not made by the mint and backed up by the government. People recognize them and are less likely to be fake than some bullion they have never seen before. And they have attractive designs.

They are coins because the United States Mint declares them to be coins and issues them. Yes, they are categorized as NCLT, and they are mainly for collectors and stackers - but U.S. coins nonetheless. Cheers, RickO
