An Unidentified 18th Century Counterstamp

I'm interested if anyone can shed some light on this mark; I've seen it on multiple trade coins of the mid to late 18th century, and the presence of an example of the mark on a Dutch rider might suggest an origin in a Dutch-controlled region of Southeast Asia (possibly bearing some relation to marks originating from the Dutch East Indies, though this is notably cruder). I have seen it cited as a chop, but it doesn't have the correct form based on my experience and none of the examples shown bear any other marks (you would expect at least some examples to show other chops, if that was what they were). Not a very complex design, but distinctive.
Any documentation, conjecture, or speculation is welcome!

Kind of looks like the sigil of House Bolton...

So does the flayed man know about the history of the counterstamp?
