I have been curious about this too since it may have been introduced during my absence. It doesn't seem to prohibit posting, so maybe it's just like a scarlet letter to let people know you've done something you shouldn't have.

They are a type of warning about going a bit overboard in a post or thread and are usually accompanied by a DM to the member that begins with a mention of why the warning was given and then usually moves into card talk.
That makes sense. Thought it might be for suspected alts or banned former members.
This could become the most desirable card on the buy, sell and trade forum. Wonder if PSA will start grading them?

eta: i actually do carry one around in my wallet. i also hand it over w my license whenever i get pulled over for speeding. im fairly certain a few of the “warnings” were issued solely for the laugh provided. one constable actually kept it. i did not say a word.
Do they have double secret probation here? It would work like a double negative, and you'd still be behind bars but the bars would be invisible, only you and the mods would know?
