I'll jump in the fray just to show it is not possible to "judge" a TPG by crossover results. When I was attempting to build an all NGC Carson City Morgan registry, I submitted eight PCGS graded Morgan's to NGC for crossing over. Two crossed at the same grade, six failed to cross.
Does that prove NGC has higher standards than PCGS?
No.
In fact, if it "proves" anything, it just proves they use different standards.

Folks... subjectivity trumps standards. And subjectivity is something that is simply not captured in writing but is rather a question as to whether a coin has a look worthy of a certain grade. So it remains the story of the coin and how it is perceived instead of the plastic. Plastic can change as does the opinions of those responsible for grading.

There are "lucky" coins that somehow got into one of the better holders that would be very unlikely to get the same grade later. I remember one major dealer on the Coinplex platform saying no "lucky" coins.
Grading companies realize how much money and work is spent to get the coins to them and want to do their honest best to help get collectors' and dealers' coins into holders which show them in the best light, especially PCGS with their "true view" holders and imaging.
Holders can be changed. I have had more success than not on crossovers with NGC, ANACS and ICG. Graders are human too...they can make mistakes and their opinion is subject to their mood at the time the coin is under their lamp.
