Does anybody know if you send in a complete set....

Does anybody know if you send in a complete set of silver Roosies MS67 and MS68 all in old holders (before FB or plus grades) if there is a lower grading fee for replacing with plus grades and FB on the coins it applies to? I would not want to send the whole set at full price.

Which is the same price as a regular submission.
The plus requires a re-grade for all series. They do not have a "designation" only tier (they should, would be just like submitting for a variety attribution)
You have three options, crack the ones you are the most confident will upgrade or get the bands designation (and where the increase in value warrants the cost) and have those graded. Another option is to use the reconsideration service, however know in advance that it costs the same as regular grading and you will pay an additional 1% on any that do upgrade. The last option is regrade, you send in without cracking and PCGS will crack and regrade. The major benefit is that you are assured you will not get a lower grade.
Of the three regrade has the lowest risk but all three services are done at the standard fee, there is no discount fee that I am aware of. The other thing to keep in mind is that if the coins are currently in old holders, rattlers, OGH style you might be losing a great deal of value by replacing with new plastic.

I'd argue that the plus and designations aren't the same. Whether a coin is or isn't FB is irrespective of grade. If a coin is or isn't a plus, it's sort of like saying is the grade a whole number or does it get an extra .5 points.
I thought there was a "designation review" at one time. The OP's question would be one for customer service. I would probably take the set to a show and get guidance from them in front of other people, or perhaps from a PCGS higher-up directly. I have no proof, but I suspect this is the best way to get a "Let's see what we can do for you" answer rather than a canned response telling you that you have to submit for reconsideration.

Why not keep ‘em in the old holders? If you sell, submit best to CAC. Otherwise, keeping in the OH is the best of both “buy the coin not the holder” and “ooh, I love the old holders!”
@Triatotrimenae I like the old holders as well. Unfortunately trying to convince a buyer that a coin is a higher grade or FB etc doesn't usually work out for the seller. If the coin holder says MS67 most people wont agree that it is a 67+FB or 68FB especially if the price difference is huge like on a lot of coins. In the silver Roosevelt dimes there can be a large price difference after MS67 especially for some FB coins.

I agree with @messydesk... best route would be to go to a large show and approach them directly with the material. One on one help and advice... So much better than a phone conversation. Cheers, RickO

I sent my Silver Roosevelt Dime Set in for FB designation shortly after they started doing it. If I recall correctly it only cost me $5 per coin but that was many years ago.
