That looks to be lamination issues from your image.

under "OF AMERICA" is a coincidental "surface disturbance" not related to any type of doubling.
it's hard to figure out what you're talking about with the top of the wheat. the picture is over lit there
a straight on shot of the whole coin as well would help
lamination issues, once identified as such, are visible to the naked eye.
Definitely lamination or gas bubbles in the coin causing the surface to peel or surface. The images arent the best, but to my eye its lamination
