pcgs refund/discount for coins that don't make attribution

while i don't like complaining/stating opinions/facts centered around negativity; i will do it but also one must keep in mind that when someone/business gets something right, to give credit where credit is due.
it appears to me that from a previous submission that the statement/invoice they send out after our order(s) are complete to show whether or not a balance is due/or auditing purposes in general, did in fact show that the coins that weren't attributed (i sent some on the fence to see where the line gets drawn) showed a fee that was half of what is was for those attributed.
either i thought about it or did it and forgot whether i did or not, to make a post stating something about this because i have not been too pleased along with many others when coins are sent out for attribution over the years and they have not provided enough information about how they handle certain ones/types but yet keep all of the fee(s) when if had we had at least some type of guidance to have altered our decisions/submissions, could have saved a fair bit of money/time/frustration and increased effective buying strategies on our part. (more can be said about short/long term buying but this post isn't about that)
SO, if this is something new(ish) that has been implemented (finally) at the very least as a gesture, it is MUCH appreciated.
also, they can create a bit of a positive balance on our accounts to offset other expenses or mistakes we make and to help offset/cover those.
