1) Hold container firmly with one hand. 2)Carefully insert the thumbnail of your other hand in the seam around the edge of container. Container should pop in half. Female assistance may be required for (2). 3) Carefully remove coins. You're welcome.
I have never seen a proof sent in a Mint issued metal frame. All I've seen are plastic and can be easily opened with a dull pocket knife (sharp one cut you when you slip).

Sorry, I missed the "metal frame" part. The metal frame appears to be thin. Use small needle nose pliers and small screwdriver to remove the metal frame and then refer to my previous post. You're welcome.
P.S. Wear proper protective gloves, face shield, etc.

95 Silver Proof sets carry a bit more of a premium over other dates during those years. Yours is a premium set and the difference is in the packaging. I don’t think you can take that one apart and get it back together.
I have not purchased one of these Premier sets. I am sure there is a 'joining' corner or two. That would be the entry point. Done with care, it may be able to reassemble, but if you are opening it, likely no need to put it back. Cheers, RickO

The plastic coin holder is framed by a metal housing.

Fine tooth hack saw. A little one.
I'd rather not destroy the frame.
Or a bucked tooth beaver saw. Either/or.
