2021 P ASE Emergency Issue?

Why was there an emergency issue American Silver Eagle made in Philadelphia for 2021?

    They were scheduled to be struck at West Point. Because of the pandemic the West Point Mint was closed and the striking of ASE was moved to Philly. No mint mark are on the coins.

    “emergency issue” ASE for 2020 and 2021 (type 1 so far) at both Philly and San Francisco were issued. Capacity at West Point was reduced and could not keep up with demand...

    I agree about the historical background, but this is one of the few times when you need to "buy the label".

    If only the mint marked them differently.

    Here's the part that gets me:

    They could mint ASE in West Point without mintmark and yet couldnt mint a "CC" designated silver dollar coinage there also?

    I cannot explain it.
    The first thing the Mint will say is “it’s bullion”
    The next thing is “having a different MM put on it than where it is minted, is different than having no MM from anywhere”

    Given those two, pick up argument.

    Leaving a mint mark of was common at west point. Might be in the regs, I don't know. Regardless, that is different than putting a mint mark on that indicates it was minted at a different facility.
