The E & P in the motto on the reverse have what looks like significant doubling. Is this correct?

Here's the real deal. I was fortunate enough to cherrypick one 20 years ago. I see no doubling of any kind on your coin. Go here-http://www.varietyvista.com/ to verify any 20th century doubled dies to verify any you may think you have.
Machine doubling on the OP's coin.
Not a doubled die reverse.
