I had the same problem when I first went on managed payments. I contacted ebay, and they walked me through the above steps. Haven't had any shipping label related issues since. As mentioned before, ebay does not take the money from your bank account, It takes it from the proceeds of the item sold & shipped.

Yes and no. If you have it set up automatic it will, but if not you have to click and authorize each label.
