Two statehood quarters I had high hopes for... what did I miss?

Just what the title says. Came from a partial mint set I bought online at no premium.
These two were attractively toned the other two were untoned.
Looking at them again, I see toning on the coin and not in the coin (if that makes sense). I see toning over the rim, which from a video I recall as a AT red flag.
Cheap tuition and Into the grading set they go as a lesson against hubris.
So for educational purposes, dissection, and comment here they are.
What did I miss?

To me, (and obviously to you) those coins look perfectly passable. I don't see the "questionable ".

I see nothing questionable either. The toning is beautiful.

Just started targeting toners, and I know there is a color progression for rim toning.

The grading services have probably seen many with this look. Playing the toning game with ultra-modern coins can be very painful to your wallet.
Just part of the grading game, sometimes you win sometimes you lose.

I am careful to avoid the obvious doctors, always want mint packaging, and picky about sellers and their whole store offerings.
Could have been somebody elses crushed dreams and handed down to me.
I feel comfortable losing a coin flip and not missing something obvious.

i honestly wonder if they sometimes deem the item to be NT but what it toned from to be unacceptable. Meaning the item(s) that toned some coins may not have long-term stability depending on the composition and they don't want any more buy-backs/risk. There are other things to say but no need to get this thread locked.
Artificially toned by heat for sure.
Not an expert by any means, but that was my first thought, that they were heated or at least "accelerated" in some way. The blue on the bottom on the reverse rim on the Vermont in particular made me think that. But that's part of why I don't deal with toners, so many subjective judgement calls.
They look AT to me, but I have seen coins like that in graded holders.
I think there ok in my eyes. Ive seen many get like that in the dansco albums. I would try across the street next
They look like some of the ebay specials when I used to look at coins there....I am not a fan of tarnish to begin with, but those scream AT to me...Cheers, RickO
Lol. I forgot I had this in my collection. It does look like yours along the lines by the more modern color appearance. Mine passed at PCGS? Why not yours?

Absolutely not. 100% artificial heat-toned for sure no doubt test it yourself.
Doubtful. Looks like they came from one of those boards everyone had with the US map on it.
My friend has one and all the coins look similar to the ones posted just not as vibrant.
The toning doesn't look bad.
Go bid those up and buy them and find out a very hard lesson. Have fun.
I have been trying to document the "provenance" from packaging thru the grading process.
Sure I have a pick somewhere. It was 4 coin mint packaging plastic box.

It was two $10 coins plus fees... not a big deal, but yall have been a big help.
All a part of paying tuition.
Will have an excuse to go ATS, if our host declines to slab a token I submitted.
