1969-S Squashed letters on LIBERTY

Hi Guys,
Can anybody tell me what's going on with the letters on LIBERTY on this cent please. I'm signing off on it as Die Wear, but why is it only on the letters of LIBERTY?

Looks like PMD. Something flattened several portions of the letters.

A closer picture would be helpful. I see PMD from where I sit.
Looks post mint damage to me.
The orange peel effect would be across the entire obverse if it were worn dies.

somethings flattened the letters
Looks like it's been whacked with something under a cloth and the weave has left its imprint?

Looks like stepping on the top of the R and a bit on the top left of the B. Hence my Worn Die theory
