Who owns it?

Hi all... long story short,
I made a purchase, went to register it, found it was registered so confirmed PCGS to request a release, the release was denied, and in messaging with the owner found it was some sort of scam, so now I am working on a refund... it'll probably take a week or so...
To keep this from happening again, is there a way that I can input a registration number into PCGS, find out who has it registered, and message them?

The only way to input a cert number and find out who owns the coin as to contact the owner would be if the person who owned the coin already registered it in a public set at PCGS. If it has not been registered then there will be no record of ownership. Additionally, this only works if the owner who publicly registered the coin has added the option of email contact, as well.
Additionally if it is registered, but not in a public set, the information returned will be
"This cert is currently in a user's private Set Registry Inventory."
I doubt highly that PCGS would be receptive to requests made by folks to act as an intermediary in order to find out the status of a coin.

Hopefully it was not the 1936 d Washington quarter that sold today? Here is what to do next time enter the certificate number and IF it does show the set the coin is in click on that and it will take you to that person set. I left a note in the comment section of this guys set asking him if he was selling the 1936 d on ebay and sent him the link.
He replied in the comment section of his set that he did indeed own the coin and no, it was not him selling on ebay. I did everything i could to get the coin taken down but ebay sucks. Even the guy i warned contacted ebay and still nothing. So someone this morning paid 6100 for coin there not going to get. Good luck on your refund...

That ebay "seller" was discussed on the main US coin forum for the last two days-

I have authored another thread with a fraud listing...and reported it several times to eBay
I have also requested that eBay change the seller requirements to enforce ownership of items being sold and impose fines/limitations on violators
They are relying on PCGS to make things right in the end - which is completely wrong
Here it is if anyone wishes to click Report Item - Not in a slab - Not a 2020-W

My 1957-2022 Proof Set Collection Has Been Sold
The seller stole pics from various places on the net. Start the process to get you money back. Remember never to bid on anything from a seller with 0 feedback and started in the last week.
I saw the messages left by @PwrHsePro and @1tommy on my mercury dime set, but it was too late to do anything about. The dime in question was already "sold".
The fraudulent seller had 2 other listings. I contacted ebay and reported on the listings, but they still sold. The $6100.00 was one of them. What else can a guy do?
I agree with @davewesen on the 0 feedback. Nope-the 1st sale wont be me!
Searching the cert# on pcgs prior to bidding/ buying can be very helpful.
