Show a photo of the entire coin. It is probably post mint damage caused by someone fooling around.

I found a 60's cent that was ground to the size of a dime once. My dad told me they used to do that so they could use them in payphones. Maybe that's what you have?
I found one of these also, dated in the 1940's. I understood it was made in someone's basement to cheat Ma Bell.
The pay phone scenario is most likely correct.
And yet it is on a cent planchet. Think about it.
There is significant damage just in the picture you've posted.
I've got about 2 dozen more of those if you'd like to grossly overpay to corner the market. It was quite common for people to grid down cents to the size and shape of a dime to work as transit tokens.
1979 is a little late but still likely that it was filed down to work as a dime in a machine or payphone.
And rim!
