I don't think it's off metal strike, that information would be under the grade in a PCGS mint error holder.
OP, could you please give us a little more context to answer this question? What's the point of blocking out almost all the information on the slab?
MAYBE if we saw what the coin is, and the label,
we could answer the question.

I took a 'shot' at defining "OMS" based off this image. Note - this is NOT an image supplied by the OP.
Hopefully, the OP will post another image with more details, like you and @FredWeinberg suggested.
Regardless of the final forum consensus, I will learn something new.
Original Mint Set? Would certainly apply if a whole set was submitted at once.

my guess is everyone would be wise to think about the term in the context of 1984. I don't have an answer, but I like the Original Mint Set suggestion.

That is a very interesting image, have not seen that before!
curtosey of the link(s) via @MsMorrisine, you can see the pcgs deisgnation of OMS is on the same line as the description, implying to me at least that OMS is either off-metal strike or something very similar for the designation of improper planchet for the year/type/date. does this mean that acronym has not been used in other context with numismatics, no.
It has nothing to do with coins, but on the space shuttle, when the external tank (the orange tank underneath the belly of the shuttle) was jettisoned, the three main rocket engines of the shuttle no longer had any fuel. The shuttle when it launched ALWAYS jettisoned the external tank when the shuttle and tank were a few miles an hour BELOW orbital speed. That way the tank would de-orbit, e.g. burn up, in a known uninhabited area. I believe generally, although I am not sure, this was somewhere in the Indian Ocean.
The OMS, or the Orbital Maneuvering System, were the two rockets on the space shuttle that were actually used to push the shuttle the last few miles an hour to get into orbit, and then once in orbit to change orbits etc. They were housed in 2 blisters on the sides of the (vertical) stabilizer. Each rocket produced 6,000 pounds of thrust.
In this picture of Atlantis landing you can see the two OMS engine bells in their "blisters" at the tail end of the shuttle.
Coin is on the way so now I feel safe to post it:

OMS has nothing to do with PCGS Mint Error coins.
