I have hear of other really obvious fakes passing the magnet test as well as registering as silver when tested by other means. Can those tests be fooled by a good silver plate or other means?

Yes, they can be thrown off. I have resorted to using a neodymium magnet for gold and silver. Scratch test will only test the silver plate. And Specific gravity will find brass and copper very easily but can be off on other heavier metals.
