Is this a Cheerios Dollar?

Someone sent me this photo, I know they're not the best. I'm fairly certain it's a "no" but wanted to check anyway. Thanks for your input!

    it is the angled lines in the tail feathers

    I do not see it in your pic, but it could be lighting and focus

    @pcgs69.... I enlarged your picture and it seems the angled lines in the center tail feathers are not there... Cheers, RickO
